SMART POLICING - INITIATIVES TAKEN BY CHURACHANDPUR DISTRICT POLICE

 

1. TOWARDS A CLEANER CHURACHANDPUR

With the aim of keeping the town area clean, the District Police have been taking the lead role in carrying out cleanliness drives with the participation of the public on a regular basis. The dirtiest areas of the town like the vegetable markets, unauthorised dumping grounds, etc. are targeted with the logistic support provided by the Town area committee and various Deptts. under the District administration. Such initiatives taken up by the district police besides being appreciated by one and all have gone a long way in establishing a healthy working relation between the police and the public.

Swachh Bharat Abhiyan, a national campaign launched all over India by the Hon’ble Prime Minister of India, Shri Narendra Modi on 2nd October, 2014 is being carried out in the right earnest with full enthusiasm in the District.

2. TRAINNING/AWARENESS PROGRAMMES

A series of training programmes to improve the discipline, knowledge and professionalism of the constabulary force including VDF personnel deployed in the district have been conducted at the district headquarters. Besides, awareness programmes on various topics like crime against women and children, Human rights issues, cyber crime, police-public relation etc. have been conducted successfully for the officers of the rank of Sub-Inspectors and Asstt. Sub-Inspectors who form the backbone of the district police. Such efforts have borne fruit in the form of a substantial change in the manner in which our men in uniform deliver their duties in various aspects of policing in the district.

 3. ANTI-HUMAN TRAFFICKING DRIVES

The Anti-Human Trafficking Unit in the district has been keeping a strict vigil in the district especially in the town and border areas. The Unit monitors the hotels, lodges, restaurants, bus parking areas, children homes/orphanage centers to detect and prevent cases of human/Immoral trafficking. Regular drives are being carried out in order to effectively curb this menace. In this regard, the District Police has given strict instructions to all the hotels and lodges to maintain a proper register of all the customers along with a xerox copy of their Identity proof. Such an initiative has come handy in verifying any suspicious character who visits the town/district.

4. POLICE - PUBLIC RELATION

Community policing occupies the most important role in the management of law and order in a district like Churachandpur where multi-ethnic communities reside with a history of communal flare ups that have occurred in the past. However, the silver lining is the fact that every community is highly organised within itself with a strong sense of its own culture, custom, tradition and ethos. In such a set up of the society, the district police have to simply play the role of a common thread that binds all.

Meetings held with the leaders of various Tribes/communities, Philanthropic organisations, Student organisations, Women organisations and NGOs to exchange views and sort out various issues that crop up from time to time have been a regular feature. However the district police this year felt the need to put in place a formal Public Consultation Mechanism keeping in mind the important objectives of crime prevention, reduction and community safety issues. In this regard a Police/Security and Public leaders Interface was successfully organised by the District Police on the 10th April, 2015 with the main objectives listed below:

Besides the important Heads and representatives of the district civil administration, district police, other State and central security forces including Army/Assam rifles and BSF, around 100 public leaders representing various Tribes/communities, Philanthropic organizations, Student organizations, Women organisations and NGOs took active participation during the Interface various issues related to safety of women and children, HRs, misuse of social networks on internet and mobile phones, sexual offences and crime against women, kidnapping, extortion, problem of drugs and alcohol etc. were discussed and debated upon. Many important suggestions were also exchanged between the security and the public for achieving a safer and more secure Churachandpur. It was agreed by one and all that consultation rather than confrontation should adopted as a strategy in our endeavour to achieve the common goal of safety, peace and development. The Interface so organised by the district police was the first of its kind in the sense that it really gave an opportunity to the public to raise questions on any issue in an open forum where all the important stakeholders of peace are present.

The ultimate aim of appreciating each other's rights, duties and responsibilities through such continuous efforts for fostering a healthy working relationship based on trust and respect has been achieved to a great extent in the district. This has very much reflected in the minimal number of incidents of confrontation between the two parties.

5. TOWARDS A FRIENDLY TRAFFIC MANAGEMENT

The number of vehicles in the town area has increased manifold in the recent past. Accordingly in 2012, the district police in coordination with the District Administration and Civil Society put in place a set of traffic rules and regulations for an effective management of the vehicles on the roads in the town. One way traffic regulation system was introduced in some congested areas of the town to ease the flow of traffic and wearing of helmets was made compulsory for the two wheelers. Today, the traffic in Churachandpur town is vigilantly managed by men/women in white uniforms with smiling faces who are polite, friendly, helpful yet strict. The number of vehicular accidents have decreased over the years since the introduction of the new traffic management system.

6. PUBLIC ACCESS TO DISTRICT POLICE

The district police have been publishing mobile phone numbers of the senior police officers in the local media from time to time. However, in 2014, with the aim of making police and its service easily accessible to the public, the telephone number of the district police helpline was printed on almost all the auto-rickshaws plying in the town area after consultation with the DTO/CCP and Auto-rickshaw Assn. of CCP. This small yet meaningful initiative has led a marked increase in the number of inputs/information received by the district police from general public.
